2011 STREET IMPROVEMENT PROGRAM OVERVIEW
As printed in the Post Journal on May 8, 2011
By Mayor Sam Teresi
I am pleased to announce the various major street and infrastructure improvement projects scheduled to take place during the 2011 construction season.
The activities in question, many of which are key components of larger, multi-phase efforts, are all scheduled to be completed by the end of the summer-fall season...depending of course, on the weather, availability of funding and the skyrocketing price of petroleum based road materials.
These efforts, which are being advanced primarily with state CHIPS funding and federal resources obtained by our Department of Development, do not include routine patching and repair projects that are already being pursued by the City’s Department of Public Works (DPW) and our Water, Sewer, and District Heating divisions of the City’s Board of Public Utilities.
The following activities were carefully selected as part of our multi-year planning process and will aggressively advance our commitment to improving the City’s aging and long-neglected streets and infrastructure, even in the face of reduced staffing, tight financial resources and the challenge of operating in a very short and weather-dependent construction season.

As I have said on many occasions, rebuilding and maintaining our streets and infrastructure are among the most basic and necessary functions of local government. I have always believed that such improvements not only add to the appearance and value of our residential neighborhoods and commercial areas, but they also have a positive impact on the way both local residents and visitors view and feel about our community.
I would like to publicly recognize all of the members of the City Council, and particularly, Public Works Committee Chairman George Spitale, for their ongoing support and cooperation with this important program. I would also like to offer special recognition and thanks to Director of Public Works Jeffrey Lehman, Director of Development Steve Centi, DPW Operations Engineer Mark Schlemmer and our tremendous staff within the DPW/Parks and Development Departments for their efforts to tackle what is a very difficult, and at times, misunderstood and thankless job.
But most importantly, I would like to offer my appreciation to the residents, businesses and property owners of our community for their cooperation and patience during this brief, weather dependent and very intensive construction period. With your understanding and help, we are aggressively moving forward and truly building a better Jamestown!
