Finance Director
The Director of Financial Services is the Chief Fiscal Officer and Treasurer of the City of Jamestown. The Director of Financial Services is subject to the direction and supervision of the Mayor and maintains accountability to the City Council. The Department of Financial Services encompasses the areas of Assessor, City Clerk, Comptroller, Information Services and Treasurer.
In this capacity the Director of Financial Services supervises, in conjunction with the Comptroller, the fiscal affairs of the City, advises the Mayor and City Council of the overall financial affairs of the City, is responsible for the collection, receipt, custody, daily deposit, investment and disbursement of all fees, taxes, revenues and other funds due the City, is responsible for debt management and has custody of all bonds and notes and of all investments and invested funds of the City or in possession of the City in a fiduciary capacity, except as otherwise provided by law, shall keep such funds and all monies of the City not required for current operations invested in investments authorized by law and approved by the City Council or deposited in interest-bearing accounts approved by the City Council, subject to such adequate requirement of security as may be required by law or fixed by the City Council.
The city's fiscal year is January 1 through December 31. The city's books of accounts are maintained in accordance with generally accepted accounting principles ("GAAP") for various funds and account groups.
